Position Title:            Family Advocate                  

Department:              Head Start     

Supervisor:                Center Manager

Position Status:        Non-exempt, Seasonal Full-time, 30-40 hours/week

                                    Non-exempt, Seasonal Part-time, 29 hours/week

Starting Wage:          Grade 5

Position Purpose

To promote parent involvement programs which encourage the educational, social and emotional development of all Head-Start families by in-home instruction to parents and children, which will enhance the parents’ ability to fill the role of primary educator of the child.  To maintain on-going contact with families and work with all other components (health, nutrition, family services, mental health) to integrate educational goals and developmentally appropriate practices into the family setting.  Engage in regular motivational communications with parents and children; provide education, information, and support using home visits, parent meetings, and regular newsletters.  Operate as a liaison between classroom and home settings in the area of education and child development.

Essential Job Responsibilities: Performance Indicators

Home Visits

  1. Schedules, plans and completes required number of home visits for each assigned family.
  2. Assists parents in establishing and implementing long and short-range goals for their children, facilitates home interactive educational activities and models effective parenting skills.
  3. Completes Family Assessment 3 times yearly and provides required home visits and contacts using the level of service approach.
  4. Encourages and assists families in the documentation of in-kind hours.
  5. Provides information on the child’s progress in the classroom and act as a liaison between the family and the teaching staff regarding home issues and the family.
  6. Documents home visits with reports, prepares and distributes follow-up resources containing information on medical and social services, parenting skills, and other germane information, etc.
  7. Informs families of community services, resources, and facilitates their use.
  8. Facilitates parents in the use of materials and resources available at home to educate their child.
  9. Works around the parents schedule on weekdays and must be available to occasionally make home visits on Saturdays.
  10. Completes referrals when necessary, as stated in agency policies.
  11. Assist in Parent orientations to introduce parents to program policies and services, which includes information on child abuse, confidentiality, parent’s rights and opportunities for families of children with special needs. 
  12. Must be available for crisis intervention including extra home visits, referrals and assist families to gain access to services and resources. (1304.40(b)(1)(i).
  13. Assists parents in becoming their children’s advocate as they transition from Head Start to Elementary school or from program to program. (1304.40(h)(1)-(4).

Working with Adults

  1. Attend Head Start Parent meetings/ trainings each month and participates in planning and implementation.
  2. Attends child-staffing meetings to discuss selected children and/or families.
  3. Attends scheduled pre-service and EICAP all Staff trainings.
  4. Plans and facilitates in conjunction with the Center Manager and parent committees the Head Start Parent meetings which includes recruiting speakers, arranging for food and providing educational opportunities for parents including male involvement activities.
  5. Communicates frequently with other staff and parents, serves as liaison among medical, dental and social services in the community and acts as an advocate for families.
  6. Performs center duties as requested by Center Manager.

Miscellaneous

  1. Completes appropriate documentation of case notes, referral, and follow-up while taking care to assure confidentiality of family and classroom records.

  2. Attends team meetings, follow-up meetings, training, and appropriate professional development activities, designed to promote collaboration.

  3. Works in accordance with procedures as directed by the Center Manager and Family Services Specialist.

  4. Participates fully with recruitment activities as directed by the Center Manager.

  5. Encourages parent volunteers in all aspects of the Head Start program, and especially in the classroom setting.

  6. Respects, encourages, and supports volunteers in their efforts.

  7. Reports to scheduled home visits on time or notify family prior to being unavoidable late.

  8. As an employee of EICAP you will assume the responsibility of understanding your role in accomplishing the strategic goals and performance measures of the Agency.

  9. Other duties as requested or assigned.

  1. Exhibits a positive and professional attitude toward co-workers, community professionals, center visitors, volunteers, supervisors, specialists and their assistants, administrators, and parents.

  2. Exhibits a positive and professional attitude toward new ideas, teaching techniques, and work related ideas.

  3. Makes frequent in-person contact with children, parents, and staff for purposes of education and exchange of information.

  4.  Sends frequent memos to staff and parents.

  5.  Recognizes all written communications are vehicles for sharing information.

  6. Recognizes all communications are potentially sensitive and are subject to Head Start’s policy on confidentiality.

  7. Identifies a specialty area of choice and share valuable resources, trainings and materials with other advocates and staff.  

Knowledge/Skills

  1. Strong verbal and written communication skills, ability to deal objectively with sensitive family issues.
  2. Willingness to take the Family Development Training offered through the agency. 
  3. The skill and willingness to deal with sensitive family situations in a non-threatening manner.
  4. Ability to work as a team member and represent other component areas in the home and at parent meetings.
  5. Good organization and record keeping skills.
  6. Ability to promote family involvement in all aspects of the program.
  7. Ability to work quickly and with out transition time between activities or disciplines.

Physical/Mental Abilities and Processes

  1. Ability to retain vision, values, and ethics in the face of myriad technicalities and processes. 
  2. Ability to apply techniques of counseling and psychology on behalf of families and processes.
  3. Significant problem solving ability which can translate emotionally charged family needs into recommendations and relevant community referrals.
  4. Ability to respond to an emergency or a crisis situation, should one arise.
  5. Ability to be aware of and monitor events going on at all times, regardless of what one is doing at the time.

  6. Ability to put the Head Start mission into practice.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

  • Knowledge in Social Services or related work.
  • Prefer minimum of two years experience in family social services setting such as crisis intervention, and providing training in self-help skills.
  • Prior home visiting experience preferred.
  • Working knowledge of basic teaching methods, medical disciplines and local community resources required.
  • Must have TB screen and physical examination with in 30 days of date of hire. 

Language  Skills:  Ability to read, analyze, and interpret general business procedures and governmental regulations.  Ability to write reports and business correspondence.

Mathematical Skills:  Ability to apply basic concepts of algebra and geometry. Ability to calculate and apply figures and amounts such as fractions, percentages, and proportions to practical situations.  

CERTIFICATES, LICENSES, and REGISTRATIONS

  • Employee must be insurable and have a valid Idaho driver’s license. 

OTHER SKILLS and ABILITIES

Proficiency in the use of computer and all common office machines required.  Ability to work with specific computer software, including word processing and spread sheet programs. Adequate typing skills are necessary for this position. 

The employee must also possess the ability to work at a rapid pace, in a hectic environment and with low-income clients.
