The Weatherization program is funded through federal grants; therefore we are bound by federal guidelines as to the priority or order given to each weatherization measure to be performed.
The federal guidelines put insulation and infiltration measures at the top of the list because the greatest energy savings are achieved through these measures. Heating systems are next. Participant health and safety is also a concern.
Doors and windows are at the bottom of the federal guidelines.
While doors and windows can be a problem, their replacement costs are very high. It is, therefore, the policy of EICAP Weatherization to do the highest priority measures first with door and window replacements only in extreme cases.
