Accounting Specialist-Housing

JOB DESCRIPTION 

Position Title:            Accounting Specialist – Housing

Department:              Fiscal

Supervisor:                 Controller

Position Status:          Exempt – Full Time 40 Hours Per Week

Starting Wage:           Grade 8

Location:                    Idaho Falls, ID

POSITION SUMMARY

Under the direction of the Controller, the Housing Fiscal Officer is responsible for processing and allocating rents, security deposit management and reconciliation, reporting, and other financial functions for EICAP’s Housing Property Management.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Process rent payments, record rent payments, post federal rental assistance to property rent rolls and process payments for deposit.  Reconcile rent deposits for each property with general ledger deposits recorded.
  • Track security deposit refunds to residents and reconcile discrepancies.  Reconcile security deposit balance to security deposit bank statement.  Balance security deposit log to rent roll for each property.
  • Process former tenant accounts for collection.
  • Process utility bills and reimbursements. Code and submit invoices to Accounts Payable for payment.
  • Close out balance sheets on all housing projects and process the transfer of Housing Management fees and the due to/due from expenses between the housing accounts and general operating account.
  • Monitor reserve accounts and expenses and submit requests for reserve draw as necessary.
  • Work closely with the Housing Director in establishing and submitting operating budgets.
  • Prepare Monthly Financial reports, monitor and provide analyses to variances.
  • Process Purchase Orders and serve as backup for Procurement as assigned.
  • Track tax exemptions & property deed changes.
  • Assist with financial paperwork for the Mutual Self-Help Housing Program.
  • Teamwork is essential to effective service provision. Conduct oneself in a professional and cooperative manner with clients, co-workers, and other agencies or organizations.
  • Provide the auditing firm and program monitoring agencies with applicable information and access to records as necessary.
  • As an employee of EICAP you will assume the responsibility of understanding your role in accomplishing the strategic goals and performance measures of the Agency.
  • Perform other related duties as may be assigned from time to time.

QUALIFICATION REQUIREMENTS

EDUCATION and/or EXPERIENCE:

Associate Degree in Accounting and/or five years of experience in double entry bookkeeping is required.  Property Management experience is desirable but not required.

CONDITION OF EMPLOYMENT:

Employee must successfully complete a criminal background check.  

LANGUAGE SKILLS:

Read, analyze, and interpret governmental regulations, technical and general business procedures, and professional papers.  Write reports, business correspondence, and procedure manuals. Communicate effectively both in oral and written form.

MATHEMATICAL SKILLS:

Apply basic concepts of algebra. Calculate and apply figures and amounts such as fractions, percentages, and proportions to practical situations.  

REASONING ABILITY:

Solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Interpret and apply reasonable understanding in order to carry out instructions furnished in written, oral, diagram, or schedule form.

COMPUTER AND EQUIPMENT SKILLS

Proficiency in the use of computer and all common office machines required.  Ability to work with Microsoft Windows and Office and databases specific to EICAP Fiscal and Property Management.  Adequate typing skills are necessary for this position.

CERTIFICATES, LICENSES, and REGISTRATIONS:

Must have a valid Idaho driver’s license, a good driving record, and proof of current automobile insurance.
