Position Title: Center Manager
Department: Head Start/Early Head Start Program
Supervisor: Head Start Birth to Five Education Director
Position Status: Exempt, 40 hours/week
Location: Driggs, ID
Directs activities of Head Start Center(s) for Eastern Idaho Community Action Partnership providing services to children and families with low income; by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directly supervises 4-15 employees in the Head Start/EHS Center(s).
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Responsibilities include interviewing, recommendations for hiring
- Training employees; planning, assigning and directing work
- Observe home visits periodically with both teachers and advocates
- Appraising performance, rewarding and disciplining employees
- Addressing complaints and resolving problems.
- Confers with Head Start Birth to Five Education Director appropriately on these issues.
- Confers with Senior Compliance Advisory Team Members as appropriate with regard to contents area, or compliance inquiries.
- Have a clear understanding of the Head Start Performance Standards and other regulation that effect the program.
- Plans, review, and evaluate center activities to assure compliance with performance standards and program procedures related to personnel, including staff development; program operations and effectiveness for children and families; and physical facilities.
- Ensures children safety at all times.
- Prepares and submits required reports to specialists and administrative staff in the Central Office in an accurate and timely fashion.
- Participates in interviewing and recommends hiring of center staff positions. Participates in training staff and evaluating staff performance.
- Approves purchase of materials and supplies for the classroom, playground, kitchen, office and family services. Processes purchase requests through Central Office according to established procedures.
- Coordinates center parent meetings and facilitates parent decision making around center activities, policies, problems, and complaints.
- Actively recruits children and families into the Head Start/Early Head Start programs and completes all enrollment forms and documentation.
- Arranges medical attention for an ill or injured child in accordance with parental instructions and program procedures.
- Is responsible for the securing of a volunteer or staff substitute to ensure appropriate coverage.
- Interprets agency purpose and program to community. Establishes and maintains relationships with other agencies and organizations in community toward meeting community needs and services.
- Participates in interviews of community members during the community assessment.
- As an employee of EICAP you will assume the responsibility of understanding your role in accomplishing the strategic goals and performance measures of the Agency.
- As a supervisor you will assume the responsibility of assuring that all employees working under your direct supervision understand their role in accomplishing the strategic goals and performance measures of the agency.
- Plan regular staff meetings to ensure communication, resource sharing and planning among staff.
- Foster a work environment that encourages teamwork, creative thinking and quality services.
- Recruit, train, supervise and recognize volunteers.
- Track and verify hours of childcare for ICCP.
- Other related duties as may be assigned from time to time.

EDUCATION and/or EXPERIENCE
- College/University Degree preferred
- Skyline Center Manager will be required to have or obtain a CDA or higher.
- Minimum of three years work experience that includes supervisory/management-level.
- Knowledge in Early Childhood Education (ECE), Child Development, or related field helpful.
- An equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities may be acceptable.
SKILLS and ABILITIES
- Language Skills: Must be proficient in English.
Ability to read and interpret general business procedures. Ability to write reports and business correspondence. Ability to communicate effectively in oral and written form. Ability to speak effectively before groups of clients, community members, or employees.
- Mathematical Skills: Ability to apply basic concepts of mathematics. Ability to calculate and apply figures and amounts such as fractions, percentages, and proportions to practical situations.
- Reasoning Ability: Ability to interpret and apply commonsense understanding in order to carry out instructions furnished in written, oral, diagram, or schedule form. Ability to solve practical problems and deal with a variety of work situations within the scope of the job.
- Computer Skills: Proficiency in Microsoft Office Suite and computer literacy regarding email, internet and program specific software and databases.
OTHER SKILLS and ABILITIES
- Knowledge of behaviors of children ages birth to five.
- Working knowledge of available community resources and Head Start Performance Standards.
- Ability to speak, write and understand Spanish is a plus.
- Must be able to occasionally travel outside of service area.
CERTIFICATES, LICENSES, and REGISTRATIONS
- Must have a valid Idaho driver’s license.
- Reliable transportation with proof of current automobile insurance.
- Successful completion of a criminal background check.
- Must have or obtain childcare license as locally required
- Physical exam and Tuberculosis (TB) screening required.
- Must possess current CPR and First Aid certification, or be able to re-certify within 90 days of employment.

While performing the duties of this job, the employee will be subjected to noise generated by children at work. He/she may occasionally work near moving mechanical equipment. Office machines, including computers, are a constant companion of the successful candidate for this position. The noise level in the work environment is usually moderate. The employee may occasionally be exposed cleaning agents and bodily fluids; the incumbent must use universal precautions and appropriate personal protective equipment at such times.
