Position Title: HR Benefits Administrator
Supervisor: HR Director
Position Status: Non-Exempt – Regular Part Time (20-25 hours per week)
Starting Wage: Grade 5 ($17- $25 per hour)
Under the direction of the HR Director, the HR Benefits Administrator coordinates with benefit providers and administers the benefits for EICAP personnel. The HR Benefits Administrator is responsible for the management of benefit enrollments and terminations, and processing and reporting on workers compensation and unemployment Claims. In addition, the HR Benefits Administrator is responsible for processing and reporting of leave requests such as FMLA, COVID 19, Short Term, and Long Term Disability.
ESSENTIAL DUTIES BENEFITS ADMINISTRATOR:
- Coordinate with providers in processing annual benefit enrollments.
- Processing documentation for new employee benefit enrollment, employee benefit changes, and cancellations upon Communicate these changes to payroll and Talent Management Coordinator within established timelines.
- Administer 403B Retirement Plan actions including enrollments, disbursements, loans, use of forfeitures, and assist with the annual 403B audit and 5500.
- Responsible for monthly reconciliation of benefits statements and communicating changes, corrections, etc. to payroll and/or benefit provider within established timelines.
- Provide and review benefit information with new hires during orientation.
- Process and maintain worker injury records and related workers compensation claims. Conduct related investigations and complete documentation as needed.
- Assist employees with questions and process appropriate documentation regarding Medical, dental, vision, life insurance, short term disability, long term disability, AFLAC, FMLA, and COVID 19.
- Coordinate with management to procure employee insurance plans.
- Ensure that proper documentation for benefits and leave is processed and maintained in respective HR database and communicated to payroll and Talent Management Coordinator within established timelines.
- Ensure employee benefits information brochure is maintained and kept current.
- Coordinate with Program Directors on scheduling employee termination (voluntary or involuntary) meetings and conduct follow-up exit interviews.
- Complete 403b audit and upload to DWC annually.
- Initiate COBRA for departing staff.
- Ensure compliance with ADA and handling reasonable accommodation requests.
- Perform back up duties for HR Department as needed.
- Perform other duties as assigned.
- As an employee of EICAP assume the responsibility of understanding your role in the accomplishing the strategic goals and performance measures of the Agency.
- Bachelor’ degree from an accredited four-year college or university in human resources, business, public administration, or related field, or six years’ experience in benefits administration and/or professional HR Certification.
- Ability to read, analyze, and interpret governmental regulations, technical and general business procedures, and professional publications.
- Ability to communicate effectively both in oral and written form and the ability to effectively present information and respond to questions from diverse groups.
- Ability to calculate and apply figures and amounts such as fractions, percentages, and proportions to practical situations. Ability to accurately create complex reports and spreadsheets, read and interpret financial reports, and analyze results.
- Ability to solve practical problems and apply common sense understanding to carry out instructions furnished in written, oral, diagram, or schedule form.
- Proficiency in working with specific computer software such as accounting, spreadsheet, work processing, and database management. Knowledge of Human Resource electronic systems and internet are required. Adequate typing skills are required.
CERTIFICATES, LICENSES, AND REGISTRATIONS:
Must have a valid Idaho Driver’s license, good driving record, and proof of current automobile insurance.
