Under the direction of the CEO, the Housing Director is responsible for all phases of operation, management and compliance for all housing properties owned and/or managed by the organization the Mutual Self-Help Housing Program (MSHHP).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ensures that all housing properties and the MSHHP are operated within the guidelines of appropriate regulatory agencies and the policies and procedures of this organization.
For all housing properties, ensures that all annual contracts with the appropriate agencies are accurately submitted in a timely manner.
Actively locate, pursue and evaluate for proposal to the CEO, opportunities for the expansion of the organizations affordable housing portfolio.
Develops budgets for all grants and contracts to assure appropriate expenditure of funds. Manages the financial condition of assigned grants, projects, and programs in a prudent manner; and assures that assigned grants, projects and programs remain within approved budget at all times.
Coordinates with the Housing Operations and Compliance Manager and Housing Accountant to plan major rehabilitative projects for the housing properties.
Periodically visit housing properties and construction sites to ensure that both are being managed and maintained in a safe and effective manner.
Serves as a staff resource for the Board of Directors in housing program issues. Provides monthly program status reports to the CEO and to the Board of Directors.
Interprets the organization’s purpose and the housing program to the community. Establishes and maintains effective relationships with other agencies and organizations in the community. Coordinates housing programs with other programs within the organization to meet community needs.
Prepares and submits all grants and funding proposals associated with the Mutual SelfHelp Housing Program. Maintains good relationships with all funding sources and meets their requirements in a timely manner.
Locates and evaluates for proposal to the CEO, suitable building lots for resale to participants in the MSHHP.
Oversees the bidding process for sub-contracts and materials acquisition for the MSHHP and all housing properties.
Coordinates with the Housing Construction Supervisor to develop house plans and cost estimates to allow construction of houses within the guidelines of the MSHHP.
As an employee and supervisor of EICAP, you will assume the responsibility of understanding your role in accomplishing the strategic goals and performance measures of the organization and assuring that all employees working under your direct supervision understand the same.
Performs other related duties as may be assigned from time to time.
Manages up to three subordinate supervisors who in turn supervise approximately fifteen employees at various Organization locations.
Responsible for the overall direction, coordination, and evaluation of all program units.
Carries out supervisory responsibilities in accordance with the Organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and conducting performance appraisals; developing a professional training plan for each departmental employee; planning, assigning and directing work; rewarding and disciplining departmental employees; and addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:
Bachelor’s degree or three years’ of progressively responsible, paid experience involving community services, group work, community development and/or consumer advocacy experience. A minimum of two years’ supervisory experience in a non-profit organization or public organization is required. Knowledge of and working experience with Fair Housing, HUD, USDA, Rural Development, and MSHHP is preferred.
Ability to read, analyze, and interpret governmental regulations, technical and general business procedures, and professional papers. Ability to write reports, business correspondence, and procedure manuals. Ability to communicate effectively both in oral and written form; ability to effectively present information and respond to questions from diverse groups.
Ability to apply basic mathematics in order to accurately create complex budgets, compare fiscal reports to budgets, analyze results, and alter program spending accordingly.
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret and apply commonsense understanding in order to carry out instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS and ABILITIES:
Proficiency in working with specific computer software such as accounting, spreadsheet, word processing, and database management is required. Proficiency in the use of computer and all common office machines required. Adequate typing skills are necessary for this position.

Must have a valid Idaho driver’s license, a good driving record, and proof of current automobile insurance
